Terms of Reference for the 2011 Independent Evaluation of the Cities Alliance

Dear Consultative Group members,
 
The Secretariat is now back in Washington. In the first instance, I would like to warmly thank those of you who participated in last week's CG  meeting in Mexico City for such an extremely  productive and positive meeting. 
 
As discussed last week, attached please find the draft Terms of Reference (TOR) for the 2011 Independent Evaluation of the Cities Alliance. As requested, we have also attached the World Bank guidelines as suggested by the Independent Evaluation Group (IEG).
 
Please note the following:
 
1.) Following the guidance we received form the CG, the budget of the TOR has been reduced to a maximum of USD100,000.
 
2.) We expect to receive guidance on the draft TOR from the World Bank next week (this is Thanksgiving week)
 
3.) Comments from the CG are due to Gunter Meinert (gmeinert@citiesalliance.org) by 23 December 2010. However, the earlier we receive the comments, the better.
 
The meeting documents will be posted on the CA Website in the Member's Section shortly. We also plan to circulate the CG Meeting Report within the next two weeks.
