This is the first in a series of knowledge products titled “Solutions from Seoul” that highlight innovative ways the city of Seoul has approached urban development and policies. It features the “Owl Bus,” a late-night bus service that has made travel cheaper and safer for many of Seoul’s residents. Residents were involved in the entire process of conceptualising and launching the Owl Bus, the first of its kind in Korea.
The Seoul Metropolitan Government (SMG) worked together with a local telecommunications firm, KT, to identify areas of the city that saw the most call volume during the hours from 1am to 5am, and developed the routes accordingly to ensure they met residents’ needs. The service has been a resounding success, and other cities in Korea have already expressed interest in developing a similar service.
