Despite massive investments and the deployment of a wide gamut of policies during the last 70 years, urban marginality persists in most Latin American cities. This text reviews two contrasting case studies in the city of Cali, Colombia and reveals how the national government failed to address the inequalities of a capitalist society and the historical causes of such disparities grounded in colonialism.
