Count Me In: Surveying for Tenure Security

This UN-HABITAT publication focuses on participatory planning and engaging urban poor communities in upgrading initiatives. It describes how participatory enumerations, a surveying method used to gain better knowledge of the needs and priorities of the community, can be applied.

Count Me In presents and analyses existing and novel applications of participatory enumerations to enhance tenure security and improve urban land management. Relevant case studies from Brazil, East Timor, Ethiopia, Kenya, Namibia, Philippines, Somalia and Thailand are discussed.
