The Guidebook on Capital Investment Planning is designed to help local government officers, managers of municipal utilities and service companies, and the staff of donor agencies (particularly in developing countries) improve their capital investment decisions to build infrastructure and enhance service delivery to their citizens and businesses, particularly to the urban poor. 

The Guidebook was produced by the World Bank’s Urban Development and Local Government Unit of the Sustainable Development Network, with support from the Cities Alliance and in collaboration with the Urban Institute. It is the latest in the unit’s Urban Development Series, which discusses the challenge of urbanisation and what it will mean for developing countries in the decades ahead.
