Lessons derived from the Task Manager's Completion Report.... Participation/organisation of concerned population at early formulation stage is a key element for successful upgrading projects, including freezing new constructions, establishment of consensus on urbanisation constraints (master plan) and mobilise inhabitant financial participation. Rehabilitation/regularisation projects should systematically include early component to support neighbourhood organisations and build capacities of community leaders. Transparency in decision-making is a key element to maintain community representatives credibility vis-a-vis their constituencies. Participatory steering committee should be systematically established as one of the first steps in project formulation and include community representatives and investment decision-makers. Committee chairing and coordination should be the responsibility of Municipality or other form of local governments. The facilitating role of Central Government representatives is essential to limit local conflicts and balance the various local interests. There is a general lack of instruments such as guidelines and compulsory rules to systematically organise community participation in decision-making process. Local operational instruments are also lacking to manage such complex projects.


The purpose is to formulate and test innovative methodology, tools and framework for upgrading, management and prevention of informal settlements in medium-size cities.
1. Build local capacities to develop participatory tools for investment prioritization in infrastructure and basic social services and poverty reduction plans in poor neighborhoods;  2. Build capacities of local governments and their partners to develop city-wide strategy and framework for social neighborhood upgrading and development, including land tenure security and management;  3. Develop consensus and prepare pilot participatory upgrading project in Koraat Sbaa neighborhood as an operational test for implementing innovative participatory methodology and tools.
a) An analysis based on local characteristics of Koraat Sbaa neighborhood and institutional, financial and participatory frameworks developed in previous and ongoing experiences in Tétouan and other cities;  b) A process of citizen participation based on and interactive with the theoretical analysis;  c) Definition of the institutional and financial framework, including operational tools, based on participatory approach, for infrastructure upgrading in existing neighborhood, land tenure regularization and management, settlement development, basic social services and support to parallel socio-economic/poverty reduction projects; d) Evaluation and capitalization of lessons learned to develop a methodological framework for upgrading, management and prevention of informal settlements.
Expected Impacts and Results
Upgrading of Koraat Sbaa will improve the life conditions of the neighborhood's inhabitants: The construction of roads will facilitate access to and circulation in the neighborhood, which is now very difficult in wet weather. It will diminish the proliferation of dust in summer. Collection of solid waste will contribute to curbing uncontrolled dumping grounds. The realization of a sanitation network will mitigate negative impacts on inhabitants' health. The upgrading will also improve the quality of water supplies.
