Ghana LSC: Sustainable Urban Local Government Capacity Building in Ghana: An Enabling Platform for Effective Governance and Enhancement of Service Delivery
In the light of Ghana's urban growth, the cities and towns in Ghana are faced with challenges in efficiently managing the urbanization process. These challenges include governance inefficiencies, deep socio-economic problems, and major inefficiencies in providing municipal services to its population. This is evidenced by the increasing incidence of urban poverty, the development of slums, and low levels of access to water, sanitation, and other services in urban areas. One key challenge in urban development management is inadequate capacity of local government institutions and other key actors to respond appropriately and adequately to urban challenges and strategically envisioning and pursuing a sustainable future for cities in Ghana. Currently, the CA in partnership with the Urban Unit of the Ministry of Local Government and Rural Development is implementing the Land, Services and Citizenship for the Urban Poor (LSC) program, a programme to promote and support an inclusive urban agenda. The proposed project will enhance the capacity of key stakeholders in cities in undertaking strategic directions to promote inclusive, responsive and accountable urban governance. This project is allied to the Urban Backup project supported by the German Development Agency (GIZ) which is an initiative that aims at strengthening the effectiveness of urban management in other districts. In view of the above, the project is expected to provide key stakeholders involved in urban service delivery in with the requisite knowledge and skills to enable them provide strategic leadership for sustainable and equitable urban development. The project will involve the eight municipalities comprising the Greater Accra Metropolitan Area (GAMA).
The main objective of the Project is to enhance the strategic planning, governance and resource mobilization capabilities of Ghana cities as a contribution to economic growth and urban poverty reduction as well as strengthen and enlarge previous successful and on-going urban development interventions. These capabilities must be enhanced to ensure equity, inclusiveness and responsiveness to all sections of city populations, including women and men. Objective 1: Strengthen local governments to strategically lead and manage inclusive cities that maximise the potential of urbanisation taking into account the dynamics of the gender context; Objective 2: Strengthen strategic, spatial and human settlement planning skills of local government staff to proactively generate urbanisation; Objective 3: Strengthen financial management skills of local government staff to effectively and efficiently manage local financial resources to ensure better service delivery and accountability; Objective 4: Strengthen capacity of local governments and other urban stakeholders to develop responsive and accountable local governance; and Objective 5: Strengthen coherent metropolis-wide responsiveness (in planning, service delivery and disaster management.
Objective 1: Component 1: 1) Organise International ToT programme in strategic leadership and management for ILGS’ staff. Objective 2: Component 1: a) Sessions on Inclusivity in Strategic Leadership and City Management b) Develop modules for Local Training in Strategic leadership & Management. c) Conduct training in Strategic leadership & Management d) Conduct training in preparation of strategic plans e) Conduct training on mainstreaming gender into strategic planning Component 2: a) Develop training materials in human settlement and spatial planning b) Conduct case studies on “ A new governance paradigm for managing human settlements” c) Conduct training in gender analysis of human and spatial settlement planning d) Conduct training on mainstreaming gender in human and spatial settlement planning Component 3: a) Conduct training on development of marketable investment proposals b) Conduct training on Participatory Budgeting c) Conduct training in gender responsive budgeting; Component 4: a) Organise workshop on Mechanisms and Applications of Social Accountability for public service delivery b) Conduct training on the development of Citizen Report Card c) Organise workshop on civic engagement, social accountability and the use of strategic communications d) Monitor process of development of Citizen Report Card by GAMA. e) Organise workshop on gender and inclusive social accountability for public service delivery Objective 3: Component 1: a) Monitor process of strategic plan preparation by GAMA Component 2: a) Organise workshop on “Strategic spatial planning and Sustainable cities – Practices and Perspectives” b) Organise coaching sessions on the development of human and spatial settlement plans. c) Monitor process of development of gender-sensitive human and spatial settlement plans by GAMA d) Organise re-call sessions for experience-sharing sessions/practitioners' forum on gender dimensions and issues in urban spatial/ human settlements of local government
Expected Impacts and Results
1) Strengthen local government to lead and manage inclusive urban development; 2) Strengthen strategic, spatial and human settlement planning skills of local government staff; 3) Strengthen financial management skills of local government staff.; 4) Strengthen capacity of local government to develop responsive and accountable local governance; 5) Strengthen coherent metropolis-wide responsiveness; and 6) Improve ILGS operational capacity and build the capacity of the ILGS secretariat.
