This proposal sets out to prepare a diagnosis and a strategy aimed at improving access to housing and land for low-income households in 3 urban areas (cities, metropolitan areas, urban regions or conurbations) of over 500,000 inhabitants and, based on these cases, for the country.
1) Measure and assess the housing preferences of low-income households: shelter and settlement needs and financial capacity;  2) Quantify the costs to households and government of several housing/land solutions available to low-income households;  3) Analyse characteristics of urban areas that affect the provision of land and housing for the poor (social and economic processes, geographic location, institutional development, public responses);  4) Study the demand for and supply of housing, land and basic services focused on low-income population for a 15-year horizon, to serve as a basis for the formulation of a national strategy for improving the access of the poor to housing and land
1) Formation of country and multilateral working groups and selection and contracting of consultants;  2) Two-day study-orientation workshop;  3) Preparation of research instruments;  4) Data collection, and elaboration of draft city case studies and city strategies;  5) Preparation of national strategy and overall report, based on city case studies
Expected Impacts and Results
Provide the factual basis for the formulation of a national strategy for improving the access of the low-income population to housing and land. Specific impact indicators for new low-income housing units and developed and developable land in case-study cities and nationwide will be defined as part of the strategy.
