Since June 2024 and for a period of 48 months, Cities Alliance is responsible for the indirect management of the Sustainable Urban Integration of Displacement-Affected Communities (SUIDAC) Action – financed by the European Union. The Action addresses the nexus between forced displacement and urban development in nine different cities from five Sub-Saharan countries: the Democratic Republic of Congo (DRC), Ethiopia, Somalia, Sudan, and Uganda.
This Call for Proposals seeks a research partner to lead the SUIDAC Research Component, aimed at generating precise data on Displacement-affected communities (DACs) in target cities. Specifically, this component aims to address the lack of precise and up-to-date data on the number, living conditions, and wellbeing of DACs in the countries targeted by the Action, with a particular focus on the targeted secondary cities.
DACs often view secondary cities as better alternatives to refugee camps due to their potential to provide improved services, education, healthcare, and food markets unavailable in rural areas.
However, cities also present significant social and physical challenges for the displaced including environmental degradation, strained local economies, high unemployment, poor basic services, weak legal protections and exclusion from decision-making processes and civil society associations. In addition, local authorities often lack the capacity to successfully integrate DACs in fears of resource strain and fail to capitalise on potential revenue sources.
Addressing these challenges requires robust data on DACs' settlement patterns, living conditions, and integration. It is also crucial to document and register DACs for both emergency and long-term planning.
