The monograph examines the empirical evidence related to the various dimensions of urban governance and services in Ghana and locates the evidence within a proposed theory of change that provides a potential pathway to more inclusive and resilient urban growth. In so doing, the study provides an insight into the causes and consequences of incomplete and unbalanced provisioning for basic services in Ghanaian cities, in particular, and Sub-Saharan Africa, more generally.
While the document highlights a number of promising practices in Ghana, it identifies many institutional, financial, technical and managerial constraints that limit the capacity of cities to deliver basic services and bring about more inclusive and resilient urban growth. These challenges, coupled with the pressures of urbanization in Ghana, represent a threat to achieving more inclusive urban economic growth development.
