Seminar: The Future of The City Statute in Brazil

In July 2021, the 20th anniversary of the City Statute will be celebrated. This federal law establishes the general guidelines for urban policy in Brazil and regulates the use of urban property in favor of the collective good and environmental balance. The law has been internationally recognized as a pioneering effort to build a more suitable regulatory framework for the urban context. 

This anniversary is an opportunity to assess its implementation and the progress made in building more democratic cities that are beneficial to all Brazilian citizens, and how the law has helped the improvement of living conditions of millions of residents of informal settlements.

Aiming to embrace the different points of view and identify the most relevant elements of the City Statute, a group of institutions that play a central role in the Brazilian urban agenda have joined to disseminate its importance to society and the new generation of public managers. The partnership brings a discussion on how this law can be used to achieve sustainable urban development in Brazilian cities, leaving no one and no place behind.

To make experience-based appraisals and discuss the future of the City Statute, Cities Alliance, the National Confederation of Municipalities – CNM, the German Development Cooperation Agency – GIZ, the Institute of Architects of Brazil/ São Paulo Department – ​​IAB-SP, the United Nations Human Settlements Programme – UN-Habitat, and the Nove de Julho University – Uninove, mobilized to develop the project The Future of the City Statute and organize an online seminar on the 7th and 8th of July 2021.

During the two-day event broadcasted on Facebook, an open letter “The Future of the City Statute” (in Portuguese) will be presented and discussed, and the web platform “The City Statute is Possible” (in Portuguese) will be launched. 

The first debate will take place on 7 July, around the theme “Improvements, Challenges and Perspectives”. It will bring together experts from different sectors for a transversal and multidisciplinary discussion on strategies to implement the City Statute.

The second, on July 8th, will analyse "The Perspective of Municipalities". The discussion with urban experts and representatives of municipalities who will present concrete experiences from across Brazil, as well as their contributions to the content of the Open Letter “The Future of the City Statute”.

SEMINÁRIO: O FUTURO DO ESTATUTO DA CIDADE

Em 2021 o Estatuto da Cidade completa 20 anos. É sem dúvida o momento de fazer um balanço de sua implementação e dos avanços obtidos na construção de cidades mais democráticas que proporcionam oportunidades a todos os cidadãos no Brasil.

Com intuito de fazer esse balanço, mas sobretudo de proporcionar um debate sobre o futuro do Estatuto da Cidade, a Agência de Cooperação Alemã para o Desenvolvimento – GIZ,  a Cities Alliance, a Confederação Nacional de Municípios – CNM, o Instituto de Arquitetos do Brasil/ Departamento São Paulo – IAB-SP,  o Programa das Nações Unidas para os Assentamentos Humanos – ONU-Habitat, e a Universidade Nove de Julho – Uninove se mobilizaram para desenvolver o projeto O Futuro do Estatuto da Cidade e organizar um seminário nos dias 7 e 8 de julho de 2021.

O seminário consistirá em dois encontros online transmitidos via Facebook onde será apresentada e debatida uma Carta Aberta “O Futuro do Estatuto da Cidade” e lançada uma Plataforma de Experiências “O Estatuto da Cidade é Possivel”.

O primeiro encontro, dia 7 de julho, cujo tema será “Avanços, Desafios e Perspectivas”, reunirá pensadores e especialistas de diferentes setores, instituições e contextos para realizar uma discussão transversal e multidisciplinar sobre as estratégias para implementação do Estatuto da Cidade. 

O segundo encontro, dia 8 de julho, com tema “A Perspectiva dos Municípios”, trará especialistas e gestores para abordar experiências concretas de implementação do Estatuto da Cidade em municípios de regiões diversas do Brasil, bem como aportar também à discussão do conteúdo da Carta Aberta.
