Developed by the United Cities and Local Governments Committee on Urban Strategic Planning (USP), this policy paper outlines a global position of local governments on strategic planning and urban development. It formulates general recommendations towards a strategic planning framework, more specific recommendations to the principal actors involved, and, in its regional chapter, concrete city experiences. 

The establishment of the UCLG Committee on Strategic Urban Planning was supported as part of a UCLG-Cities Alliance partnership designed to designed to strengthen the role of local government in the strategic planning process.
