JOB DESCRIPTION
Post Title: International consultant on value chain and low cost housing
Project Title: Urban and Productive Integrated Sustainable Settlements in El Salvador
Duration: Nine months over a period of 3 years
Date Required: From September/October 2009
Duty Station: San Salvador (El Salvador) and home based
Duties: This vacancy is for the Chief Technical Advisor of one component of the project “Urban and Productive Integrated Sustainable Settlements in El Salvador” executed by UNIDO, UNDP an UNHABITAT.
The project aims to provide affordable housing solutions for the poor and promote private sector development by creating employment and business opportunities in the construction industry.
The expert will work closely with a team of local professionals and be responsible for overall activityplanning and monitoring and in particular for:

Undertaking analysis of the value chain of the construction sector in El Salvador in order to a) benchmark production processes and business practices against suitable models of low cost housing value chains; and b) identify income-generating opportunities for the poor along the value chain.

Formulating a strategic framework for project implementation entailing activities aimed at business networks development, enhancing institutional support and vocational training and integrating the poor in the low cost housing industry.

Guiding monitoring and evaluation activities including definition of causal chain and indicators, formulation of data collection tools and database, establishment of a baseline.

Advising national project staff on annual action plans, supporting and monitoring the implementation of project activities.

Providing training to local project team and counterparts including awareness raising seminars, training on value chain analysis and low cost housing and dissemination of results and key policy recommendations.

Liaising with stakeholders, including project counterparts from government and private sector, UNDP and UNHABITAT and project beneficiaries.
Qualifications/experience: The expert shall hold an advanced university degree in topics related to industrial development and/or urban planning or similar fields with practical experience in value chain analysis.
S/he shall have at least 10 years experience in the design, implementation and evaluation of projects that involve strong management and supervisory capacity. Ideally, the expert should have gathered experience in low cost housing projects and be familiar with pro-poor private sector development approaches.
Familiarity with the institutional and economic context of El Salvador constitutes an asset.
Availability to travel frequently to the country is a necessary requirement.
Languages: Fluency in spoken and written Spanish is required. Fluency in English constitutes an asset.
