TECHNICAL ASSISTANCE TO RWANDA HOUSING AUTHORITY FOR UPGRADING OF UNPLANNED SETTLEMENTS AND PROVISION OF SERVICED PLOTS FOR AFFORDABLE HOUSING

As part of the proposed Rwanda Urban Development Project, the World Bank is to support a pilot urban infrastructure upgrading project in Nyarugenge District, Kigali. Learning from the implementation of this pilot project and work that has been done in establishing principles and modalities for design and implementation, the Government of Rwanda (GoR) through Ministry of Infrastructure (MININFRA) is preparing a national upgrading policy and strategy document. This will guide the scaling up of upgrading interventions throughout the rest of City of Kigali and nationwide.
The Rwanda Housing Authority (RHA) is the body mandated with driving this process in secondary cities as well as developing the necessary parallel activity of developing affordable new housing models. Both upgrading of infrastructure deficient unplanned settlements in tandem with the provision of affordable housing plot models will be critical if the Government's ambitious growth targets for secondary cities is able to be achieved without the further proliferation of unplanned settlements.
The Rwanda Ministry of Infrastructure wishes to recruit an experienced Technical Advisor as an Individual Consultant with a considerable focused expertise on unplanned settlement upgrading and experience in the planning, design and· implementation of urban upgrading schemes and associated affordable serviced housing plot schemes.
