Summary
The aim of this activity is to reduce urban poverty in Antananarivo metro area, setting up and implementing a consensual strategy for economic and social development with action plans, and facilitating frameworks for improving delivery and management of basic urban services, as well as of transportation and infrastructure.
Objectives
At municipal / metro area level:  1) Develop capacities of municipalities and their partners to design and implement economic and social strategies for poverty reduction;  2) Build a consensus for introducing institutional, technical, financial and economic changes for the implementation and monitoring of the project's strategy;  3) Demonstrate the relevance and efficiency of participatory strategic planning and the need to mobilize support from and develop partnership with the communities and local/regional partners for the formulation/implementation of the strategy;  4) Elaborate planning and monitoring tools and related institutional and financial frameworks to maintain and replicate such systems. At neighborhood level: 1) Develop capacities of municipalities, local partners and poor communities to forge a consensus on local integrated action plans for poverty reduction;  2) Support community mobilization and empowerment and capacity-building for community leaders and women groups. At regional/national level:   1) Build capacities to develop mechanisms and specific methodological tools for assisting municipalities and communities in the replication of economic and social strategies with emphasis on the urban poor;  2) Advocate for a new planning conception assigning a new economic role to urban centers.
Activities
The activities will target the following primary products:  1) A consensual strategy for economic and social development of Antananarivo metro region, identifying, analyzing and prioritizing key issues and areas to significantly reduce poverty ;  2) An action plan to improve transportation and primary infrastructure at the level of the metro region;  3) An adequate participatory framework developed at metropolitan, municipal and neighborhood levels to improve management and delivery of basic services;  4) Planning and monitoring tools for urban poverty: urban observatory, poverty mapping system, integrated action plans for poverty reduction and feasibility studies for neighborhood upgrading in selected areas;  5) Training sessions and study tours for local leaders from local governments and partners from the civil society, including representatives from poor communities. The overall activity will contribute to poverty reduction through the development of: 1) An enabling environment for domestic and international business and capital investment;  2) A facilitating framework to mobilize domestic and international capital investments in urban services, ensuring priority of delivery for the poor;  3) A participatory process at all levels supporting community empowerment and capacity-building of community leaders and representatives;  4) A process oriented approach for replication in other areas/sectors, through capacity-building components.
Expected Impacts and Results
1. Local action plans for urban poverty reduction, including priority infrastructure investment plans, agreed by local partners and validated by municipal councils in Antsirabe, Antsiranana, Mahajanga and Toamasina;  2. Water and sanitation investments systematically enriched by community empowerment and participation components in Antsirabe, Antsiranana, Mahajanga and Toamasina;  3. Local arrangements for community participation on water and santation projects institutionalized at municipal level in Antsirabe, Antsiranana, Mahajanga and Toamasina;  4. Local leaders and elected officials trained for community mobilization and partnership mobilization in Antsirabe, Antsiranana, Mahajanga and Toamasina;  5. Guidelines on CDS disseminated to MinATV regional offices and associations of local authorities for replication in other cities.
