Summary
The proposed study will explore the basic concept for a community-based urban upgrading program in the main towns of six selected states. The study will assist the World Bank in assessing the scope and coverage of the upgrading program and explore the management arrangements for the design and implementation of an investment project.
Objectives
The proposed study will specifically:  (a) set a fair and simple criteria for selecting the six states (these will include poverty level, interest and commitment to community-based initiatives in upgrading, per capita own source revenue, management capacity, etc.);  (b) develop and establish a sustainable and replicable model for the planning, financing, implementation and maintenance of urban infrastructure services.
