It is anticipated that in the second half of 2002, the Parliament will approve legislation to re-unite municipalities that were disaggregated into small local government units called communes in 1992. This change will advance decentralization throughout the kingdom by increasing administrative and financial responsibilities of the city government. The City Development Strategy (CDS) will be a valuable and appropriate tool to assist city governments in engaging the community, private sector, NGOs, and CBOs in the local management of the city as well as enhancing opportunities for increased investments. The CDS will be the tool to bring stakeholders - women and men, public and private – into the sphere of governance at the local level. Introduction of the CDS will also facilitate pro-poor policies at the local level as well as greater accountability and other good governance principles. The metropolitan region of Tetouan is a good testing ground to develop a CDS.
1) Build capacity of municipal government officials in managing their city and the metropolitan region through a more inclusive and consultative process in order to stimulate improved living conditions for the poor and to increase economic productivity;  2) Support the decentralization of administrative and financial authority to municipal governments through application of good governance principles, including participation, transparency, and accountability;  3) Disseminate the CDS learning process to other Moroccan cities and to introduce the CDS as a governance tool in the Near East and North Africa (NENA) region.

Expected Impacts and Results
The impact of this activity is to provide the citizenry a venue to influence government decision making, particularly in terms of identifying, designing and implementing pro-poor policies and local economic development. The CDS will influence local spending and national and regional government transfers and will help mobilize private investment. It will also have a capacity building effect on the local government authorities and will foster greater metropolitan cooperation. Ancillary impacts are: the strengthening effect the CDS will have on the decentralization process; the broadened acceptance of the CDS as a value added good governance tool; greater local influence at the national and regional levels, particularly in terms of investment; and the disseminating of lessons learned about metropolitan cooperation to other cities.
