Summary
Latvia, a country of 2.36 million, remains characterised by poverty, uneven development and economic and social inequalities. The proposal sets out to assist eight cities in Latvia in developing a CDS programme in order to achieve economically and socially inclusive urban societies, and productive and competitive urban economies.
Objectives
Devise local economic development strategies and action plans to encourage a healthy business environment and employment generation; Improve governance structures in the cities, focusing on stakeholder participation and partnerships between local government and civil society including the private sector; Increase the capacity of the country’s key cities to explore all potential follow-up investments; and Build capacity and capability within the cities and Regional Development Agencies (RDAs) to ensure scaling-up and replication.
Activities
1) Elaboration of City Development Strategy document (including a local economic development strategy and a medium-long term Action / investment plan);  2) Development of capabilities and capacities – by local councils and stakeholders as regards the promotion and the management of the economy, and the preparation of projects for investment;  3) Development of institutional capacity to implement, manage and use urban monitoring systems Creation of the “network of learning” of cities.
Expected Impacts and Results
The impact of the CDS programme is expected to be:  1) increased capacity and capability;  2) improved democratic planning; poverty reduction;  3) and an increase in economic activity within the cities. In addition, a primary outcome of the CDS programme will be the development of long-term performance monitoring capacity in and across the eight Latvian cities. Each city has agreed that regular and accurate measurement of city progress is critical t the implementation of CDS/LED and associated action plans.
