Jordan – Secondary Cities Development Strategy Project
Lesson Learned for Cities Alliance Members and Partners
• The importance of the coordination between the concerned entities in each of the 4CDS's cities on hand, and on the other hand between the municipality Local Development Unit (LDU) and governorate LDU, in order for mobilizing efficient public participation and for the positive effects of strategy implementation. • In order to enable the LDU to make its responsibilities towards to the following up the implementation of CDS, the capacity of LDU should be improved (i.e. prequalified its staff through specific training courses, securing good logistics, etc) for ensuring of performing its responsibilities in sufficient and effective way. • The necessity of holding both local workshops and outdoor workshops with regards to knowledge transfer and dissemination, in order to benefit and learned from other experiences regarding outdoor workshops and on the other hand to ensure the sustainability of CDS program at the Hashemite Kingdome of Jordan by holding a number of local workshops.
In line with the Government of Jordan's regional development agenda, the proposed programme will be a step forward in a programmatic approach to assisting four secondary cities in Jordan – Karak, Mafraq, Zarqa and Tafilah – and their surrounding regions in developing City Development Strategies. The rationale behind the programmatic approach is to generate local economic development opportunities in secondary cities that have the highest poverty rates and building the capacity of the municipalities. The multi-city programme for city development strategies is the second step of the scaled up approach, following upon the results of the Greater Amman CDS (implemented with the World Bank’s assistance) that developed a model of inter-municipal strategic planning to be replicated across the country.
The main objectives are: a) Support local economic development through an inclusive and participatory process in their respective city-regions (north, center and south) which have significant pockets of poverty b) Build capacity of the Greater Amman Municipality (GAM) to support and guide the CDS process in these cities based on its gained experience in areas such as urban planning, governance, financial management and local tax administration, among others. c) Enhance the competitive advantage of the cities of Mafraq, Karak, Zarqa and Tafilah by improving employment opportunities for vulnerable groups (youth, migrants) through better socio-economic integration of municipalities and their resources, and by increasing investment opportunities for the private sector.
The knowledge gained by Greater Amman Municipality (GAM) as a result of their own strategic and master planning exercises will be used to support the four identified secondary cities to formulate their own City Strategies, which will go through 3 stages and will include a series of participatory workshops, implementation of supporting studies and training/ local capacity building events. Activities include: 1) Diagnosing the development prospects of the four cities, analysing their respective strengths, weaknesses, opportunities and threats (SWOT), and assisting the city-regions in becoming engines of economic growth, by building on rural-urban linkages; 2) Elaborating city development visions for each city that are shared by various stakeholders including the urban poor and civil society; 3) Devising local economic development strategies and action plans to encourage a healthy business environment and create conditions that will facilitate the establishment of new businesses and generate employment; 4) Increasing the capacity of the municipalities to deal with the urban challenges of service provision and to run effective, accountable and fiscally responsible local institutions.
Expected Impacts and Results
Impacts: 1. strengthened the relationship between municipalities of the 4CDS's and its citizens through the workshops that were held in each city. 2. Strengthened the public participation in each of the 4CDS's. 3. Increased of the public awareness on the importance of development strategy. 4. Focused on the importance of building capacity, regarding urban planning, governance, financial management, of the 4CDS's municipalities and its staff. 5. Positives impacts on the neighboring cities of the main 4CDS's cities, and this will be by implementation of the joint projects such as Rehabilitation of the Royal Road which links Karak with the Golden Square (Dead Sea, Petra, Wadi Rum and Aqaba), also by implementation of the projects that have regional impacts like training centers and other. 6. Due to the success of CDS1 (Amman CDS) and CDS2 (The Jordan Regional Programmatic Secondary City Development Strategy CDS for Zarqa, Mafraq, Karak and Tafila), MoMA prepared proposal for implementation CDS3, which will be preparing CDS for other new four cities (Irbid, Jarash, Salt and Ma'an), as forward step to prepare and implement CDS for all Jordanian big cities in the future. Investment mobilized: Through reviewing of the proposed projects of the 4CDS's, it's observed that, there are number of investments projects that will create job opportunities and as well as improving the living level of the city's population, and thus developing the targeted city in all its field. Furthermore, Many of national and international entities (i.e. EU, JEDCO, ETC) have expressed their interested of the proposed projects in the 4CDS’s through either participating in the wide local workshop that was held in Amman, in the two outside knowledge and dissemination workshops that were held in Beirut and Istanbul or through the correspondences that were made between MoMA and Fund entities (national and international). Moreover, Baladyati Project that fund from EU, has chosen three Cities from the 4CDS's cities namely, Zarqa, Mafraq and Karak, also it's chosen 2 other municipalities from each targeted cities to be 9 municipalities as total, where, basically the main objective of the Baladyati project is Building Capacity through on – job training for the targeted cities especially for the Local Development Units (LDU's) to build it capacities to be able (such for example not limited to) dealing with the international and national fund entities, preparing feasibility studies and other. Therefore the first step was evaluating the strategies of the three cities to be the base for starting from, since there are many improvements were made on these strategies from Baladyati experts. However there is no real fund from those entities to any of the 4CDS’s investment projects has been recorded, but two of the most prioritized projects from each 4CDS’s were taken and put in the list of the priority projects that will be fund through Gulf grant especially by Kuwait grant in the future. Planned follow-up activities: Supposed that, the Local Development Unit (LDU) in each 4CDS's municipalities will follow up directly the implementation of CDS and its Action Plan, under MoMA supervising where specific budget will be allocated in the near future for that.
