Summary
Presently, more than 50 percent of Ghanaians live in urban areas. The Urban Development Unit (UDU) located within the Ministry of Local Government and Rural Development has responsibility for promoting the national urban agenda. National development has over the years been seen as rural development, and thus the urban agenda is never clearly and effectively articulated and championed. The project seeks to prepare the UDU to take up the leadership and promotion of the urban agenda in the country.
Objectives
Objective 1. Strengthen the institutional capacity of the Urban Development Unit to effectively lead and promote the emerging national urban agenda Objective 2. Support the development and institutionalization of the National Urban Forum to enhance policy dialogue between national government, local governments, community representatives, civil society and other stakeholders Objective 3. Enhance the policy debate through research into defined urban issues identified at the National Urban Forum Objective 4. Increase public and political awareness of the importance of “inclusivity” as a core principle and local government capacity to plan and manage successful urban growth and development through south-south exchanges. Objective 5. Strengthen partnerships and ensure the effectiveness and efficiency of the LSC program through the establishment of a Steering and Advisory Committee
Activities
1. Component Institutional capacity of the Urban Development Unit (UDU) 1.1 Activity: Through inter-governmental consultations and with key stakeholders, conduct a needs assessment for the UDU 1.2 Activity: Review and adapt the Action Plan of the National Urban Policy (NUP) as a strategic plan for the UDU 1.3 Activity: Identify a relevant international institutional case study/good practice and organize one exchange for appropriate UDU and other staff of the Ministry 2. Component Development and institutionalization of the National Urban Forum 2.1 Activity: Organize a final validation session on the ToR for the organization of the National Urban Forum (NUF) 2.2 Activity: Incorporate final reviews into the NUF ToR, print, publish and disseminate to various urban stakeholders 2.3 Activity: Organize one forum as part of the periodic organizations of the NUF to bring together urban stakeholders to dialogue on immerging urban issues 2.4 Activity: Steering and Advisory Committee: Organize periodic steering and advisory committee meetings to coordinate implementation of urban initiatives 3. Component Research to Enhance the policy debate through research into defined urban issues identified at the National Urban Forum 3.1 Activity: Commission the development of an Investment Plan to facilitate the implementation and sustainability of the NUP 3.2 Activity: Commission the development of a monitoring and evaluation plan to accompany the implementation of the NUP 3.3 Activity: Roll out an Advocacy and Awareness campaign on the NUP to ensure media exposure
Expected Impacts and Results
Objective 1: 1. Mission and scope of the Unit are defined and accepted by all stakeholders 2. Personnel situation of the Unit is improved in terms of numbers Objective 2: 1. Framework for the forum developed and agreed to by key stakeholders 2. Successive forums held according to schedule. Objective 3: 1. Publication and dissemination of policy issues from the forum and research findings Objective 4: 1. Media engagement of the public and political figures on inclusive urban management issues 2.
