Development of a methodology for the customization and implementation of a Social Housing Information System in Brazilian municipalities based in the experience of the municipality of São Paulo
The general objective of this initiative is the formulation of a methodology for capacity building local governments for the customization and implementation of a social housing information system, based on the experience of the Municipality of São Paulo with the HABISP. The initiative aims at providing a valuable contribution to institutional strengthening, to improving and disseminating reliable information about slums and to implementing municipal low-income housing programmes.
The specific objective is the implementation of the Social Housing Information System (HABISP) in the municipality of São Bernardo do Campo, on the basis of technical cooperation between the municipalities of São Paulo and São Bernardo do Campo, supported by Cities Alliance. Concurrently, the process of knowledge sharing and customization of the system will be fully documented, providing inputs for the development of a methodology for extending the system to other cities.

Expected Impacts and Results
The long-term objective is to strengthen the institutional capacity of local governments in the implementation of the low-income housing programmes. The initiative seeks to contribute to the further democratization and social control of public policies, as well as to the inclusion of the beneficiaries in discussion of public policies targeted at raising their quality of life and improving their status as full citizens. From the national point of view, there is demand from the Ministry of Cities and CAIXA for the development of more accurate data on local urban conditions and precarious settlements in the country, in order to support the design and review of national polices.
