Anti Poverty and Anti Exclusion Socio Economic Action Plan (City Networks for Development and Social Inclusion)

The region’s economy is based on small farms and now faces stagnation, characterised by demographic emigration, shortages in farm production and worsening of living conditions. The population has fallen, and its relative participation in the economy has been declining for 15 years. The project aims at setting up a network of cities for enhancing regional development and building a Strategic Development Plan.
1) Build an articulated cities network for development of the Missões region, by means of a joint action among the three government levels and the civil society as a whole; 2) Develop the basis for the development of an institutional and capacity building framework to support the implementation of policies and actions pro-poor and oriented to slum upgrading in the State of Rio Grande do Sul.
1) Produce a document on potentialities and weaknesses to be overcome that will allow the definition of strategies for a local and a regional economic development with social inclusion in the Missões region. This document will address gender and valuable group issues; 2) Write an Anti-Poverty and Anti Exclusion Socio-economic Action Plan; 3) Coordinate regional, local and federal programs around a strategic development objective defined in the Anti-Poverty and Anti Exclusion Socio-economic Action Plan; 4) Establish a Regional Management committee consisting of local community representatives and local social and economic actors to carry out the the plan; 5) Create indicators to evaluate the impact of development, employment and income generation policies and of measures aiming at social and economic exclusion reduction with specific attention to gender issues; 6) Formulate programmes, proposals and policies for implementation of the plan and identify needed resources; 7) Design a methodology and tool set for participatory planning; 8) Form a technical team qualified for the design and implementation of participatory plans; 9) Set up a new form of institutionalisation for regional development planning with social inclusion.
Expected Impacts and Results
1) Implementation of an Action Plan by establishing networks of municipal authorities and the State Government; 2) Construction of a new milestone for joint intervention of local, state and federal governments, with local community participation towards poverty alleviation. Increasing employment and income generation potentialities; 3) Enhanced planning process and indicators allowing better evaluation of policies impact; 4) Employment generation.
