This proposal is a follow-up to two grants that successfully supported the Ministry of Cities in the development of the National Housing Plan (PlanHab) and the main subsidies programme Minha Casa Minha Vida (MCMV).
The main objective of the proposed Grant is to provide guidance and technical advice to the Government of Brazil’s National Housing Secretariat on the implementation and continuous improvements of the Minha Casa Minha Vida (MCMV) Programme and the Growth Acceleration Program (PAC)'s urban upgrading Program, and ensuring integration of the main recommendations of the National Housing Plan (PlanHab), especially in regard to elaboration of slum upgrading and housing finance and subsidies policies. The consultancy will also support the design of new programs that advance the implementation of PlanHab and its piloting in selected metropolitan/urban areas, as well as the dissemination and learning efforts in these and related areas.
I. Technical Assistance to the National Housing Secretariat Provide technical assistance to the National Housing Secretariat in the development of a detailed housing subsidies program and its implementation, as outlined in the PlanHab. II. Technical Assistance and Guidance on South-South Exchange and Dissemination Provide support and technical assistance in consultation and dissemination activities among the main stakeholders; and III. Technical Assistance to the National Housing Secretariat to design and pilot new programmes in selected urban areas.
Expected Impacts and Results
The proposed consultancy will play a significant role in supporting the implementation of the PlanHab. Beyond the production of the deliverables listed, the consultancy would help to ensure that the PlanHab has the following anticipated outcomes and impacts in the next 3-5 years: 1) Improved national slum upgrading policies 2) Better use of public resources through the use of subsidies 3) Consolidation of the MCMV in the long term as a State subsidies policy 4) Enhanced understanding of national housing subsidy programmes at the local level
