Tbilisi, the capital of Georgia, plays a key role as an urban center not only at national level but also in the Eastern Europe and Caucuses region. This 16-century-old city is currently facing many challenges. The city witnessed a rapid expansion of the city's territory in recent years. There is growing unemployment and a shift in the labour market from public to private sector which is demanding increasingly new skilled labor. In the light of these issues, a full scale city development strategy (CDS) is needed in order to collectively define the city’s vision, mid-to-long term goals, and identify the city’s highest priorities and investment needs. The CDS will create sustainable mechanisms for stakeholder consultation and public inputs into the decision-making process. Emphasis will be placed on enhancing public-private partnerships in service delivery, ensuring efficiency in public spending, increasing local revenue streams, and providing better mechanisms for public participation in the overall governance arena.
The key objective of the activity is to assist the Municipality of Tbilisi to prepare a medium-to-long term participatory City Development Strategy that will be structured around 3 pillars: a) Business Development Plan: Development of an agreed Vision, Program and Prioritized Capital Investment Plan, that responds to city’s key challenges; b) Urban Governance: Improvement of the municipal governance framework, with a special focus on improving citizens’ participation and increasing local revenues stream; c) Physical Development Plan: strategy for improving the physical infrastructure of the city, support building ambient environment in the city, update the Master Plan of Tbilisi and Introduce a new map of Tbilisi providing the map of the public as well as the private sector development of the city, creating easy access to the collected information through the web-site and increasing participation of the city stakeholders in the CDS framework.
1) Establish a team for each of the three CDS pillars, consisting of members from local government, academic, and NGO sectors. The teams will manage and overlook the work to be undertaken, and ensure the delivery of outputs. Periodic workshops will be conducted with all teams present along with key stakeholders; 2) Training team staff by international and local consultants; 3) Periodic workshops with stakeholders, media, and civil society members will be headed by the Mayor of Tblisi, aiming at informing involved and affected parties of the progress and seeking guidance in moving forward. These includes: (a) developing a future vision of Tbilisi shared by all stakeholders; (b) translating that vision into goals; (c) setting out specific objectives to be achieved; and (d) translating those objectives into tangible and measurable capital investment plan according to the priorities agreed upon through consultation with stakeholders. 4) Dissemination of semi-annual progress reports, booklets, handouts, and utilization of local media; 5) A study tour to leading European cities will be conducted to share knowledge and promote investment opportunities
Expected Impacts and Results
1) Urban governance assessment and improved cooperation between the Tbilisi municipality and stakeholders will result in overall improved performance and efficiency of municipal departments; 2) Support local revenue stream will be measures by percentage increase in local revenues from baseline (35% of total income); 3) Improved physical planning practices and strengthen capacities of the Tbilisi municipality will be measured by improved physical development plan, updating the Master Plan and leveraging financial resources to rehabilitate/construct a new landfill site; 4) Improved environmental conditions in Tbilisi measured through improved ambient air quality; 6) Public participation and mechanisms for stakeholder involvement in Tbilisi’s planning process as an integral part of democratic governance. The project was instrumental in attracting resources from international donors. - EBRD has approved a EUR 200 million for railway relocation and land redevelopment in the central part of Tbilisi - Asian Development Bank is funding a complementary Urban Transport Strategy, with expected $250 million follow-on financing - World Bank is funding the preparation of feasibility study and preliminary engineering design of a major bridge in Tbilisi that has been identified as a quick win. - A World Bank IDF grant has been leveraged in the amount of $350,000 to prepare the emerging CDS CIP in a participatory and programmatic manner- Tbilisi CDS City Capital Investment Planning and Budgeting.
