Preparatory assistance to the Ministry of Housing and Urban Development (MHUD) for the institutionalization of the CDS into the urban planning process in Iran

The World Bank is assisting the Government of Iran to facilitate the transition to a market-led housing sector while improving current living conditions for low and moderate-income households. One of the triggers for part of the World Bank loan is the preparation of CDS in at least three participating cities. The Ministry of Housing and Urban Development is thus seeking preparatory assistance to institutionalise the CDS into the urban planning process.
Provide preparatory assistance to the Ministry of Housing and Urban Development (MHUD) for the institutionalisation of the CDS into the urban planning process. It’s specific objectives are: 1) Prepare a Terms of Reference and the implementation of a CDS for one of the participating cities through wide consultation with key stakeholders; 2) Identify and propose appropriate mechanisms for the incorporation of the CDS into the hierarchy of urban development plans in Iran; 3) Identify means of developing institutional capacity that will ensure CDS implementation as well as its dissemination
1) Preparation of TOR for the CDS through broad based stakeholder participation; Building consensus on the TOR priorities; 2) Design of a curriculum and training on strategic planning and public participation in municipal decision-making delivered to small groups of municipal professionals and community leaders; Preparation of a survey of the existing urban planning system in Iran; 3) Proposing means of incorporating the CDS into that system. Identification of appropriate means of CDS preparation, examination, approval, implementation, and monitoring; 4) Scaling up the CDS activities and dissemination.
Expected Impacts and Results
The major impact indicator is the incorporation of the CDS into urban development planning system and processes in Iran. The monitoring indicators for the objectives of this initiative would include: (i) Official incorporation of CDS into the national urban planning system and processes; (ii) Budget allocation for the CDS initiatives in the country by the Management and Plan Organization (MPO); (iii) Improved capacity of local institutions (including municipalities) involved in urban development planning.
