A key gap in implementing the Cities Alliance approach in LAC has emerged during the development of the 2000-2001 work program – support for the upfront and on-going effort it takes to develop and manage this new approach. It is more complex and time-consuming than “business as usual” for development organizations to operationalize the approach. These tasks cost time and ultimately money for all parties involved, particularly for the task/project managers of the Cities Alliance implementing partners, who are in the best position to catalyze the Cities Alliance approach to doing business. These tasks have been financed to-date mostly by the implementing organizations, supplemented by core Cities Alliance funding, and have resulted in the beginning of an exciting work program reflecting this approach. However, these resources are not adequate for the continued support required, especially during these first few years.
Funding of US$475,000 over three years is sought to support the efforts of implementing partners in the LAC region to develop and manage the Cities Alliance work program following this new approach.
1) Identifying and working with local governments which have a clear vision and a political will to address poverty and inequality through well-integrated programs;  2) Engaging local stakeholders in inclusive, participatory processes;  3) Scaling up efforts, moving from pilot projects to citywide and nationwide programs of action;  4) Improving coherence of effort among development assistant organizations, working in partnership;  5) Strengthening links to investment follow-up.
Expected Impacts and Results
1. Partners working together in partnership rather than alone;  2. Investment in building stakeholder participation and capacity;  3. Linkages with local universities, NGOs, civic associations and private sector entities;  4. Assistance to clients in preparing well-designed project proposals;  5. Stronger planning for multi-year technical assistance work programmes linked to investment follow-up.
