The MMUSP subproject designs have demonstrated that commercial land development and a system of cross-subsidies can make housing affordable for the urban poor and that a system of usufruct tenure can become bankable collaterals and enable the urban poor to become bankable.


Over half of the population of Philippines lives in urban areas. With a continued migration to cities, particularly to Metro Manila, exacerbated by the faltering public funding capacity of the government, number of urban poor is increasing and living condition in the crowded slums is worsening. As housing and land market have not kept the pace with the rapid urban growth, shelter is not affordable for the urban poor. More than 40% of the population lives in the make-shift informal settlements where safe water, sanitation, drainage and other basic amenities are inadequate. This project aims to provide catalyst support for pro-poor urban renewal in Metro Manila by developing a strategy and an institutional framework linking the Housing and Urban Development Coordinating Council (HUDCC), Local Government Units (LGUs), financing institutions and NGOs through a ‘Cities Without Slums’ (CWS) initiative.
1) Provide support for the formulation of the Metro Manila-wide 15- year strategy and subproject formulation activities; 2) Providing LGUs with pro-poor shelter plans, including CWS strategies, focusing on a broad range of needs in poor communities, including physical infrastructure, housing and livelihood development; 3) Build assets through the implementation of investments identified in a community action planning process; 4) Assist LGUs which have already committed to include CWS activities in their regular budgets to build on existing initiatives which provide tenure security, improved water supply and housing; 5) Specifically targets MDGs.
1) Development of pro-poor shelter strategies with CWS component; 2) Design of mechanisms of land consolidation and titling which are applicable for both public and private land; 3) Development of models for site development appropriate to circumstances where urban poor occupy high value land, including land sharing and consideration of livelihood issues; 4) Mechanisms for infrastructure provision and augmentation.
Expected Impacts and Results
The Cities Alliance grant has improved the capabilities of LGUs in assessment of demand for housing and habitat-related services, and financial planning for the LGUs. Creation of local housing units at the LGU level was also encouraged in those LGUs where this did not yet exist. The SPARs represent the end product of training and technical assistance extended under the grant. The shelter plans conducted with HUDCC improved the awareness of each LGU on the needs of the informal settlers, their affordability, LGU assets, and resources needed to implement their plans.
