The focus area of this initiative is the existing low-income settlements (recognized and unrecognised slums, and unauthorized colonies) in the Municipal Corporation of Ludhiana (MCL) area. In Ludhiana, there are 182 such settlements covering around 60,000 households. A number of features of the situation in Ludhiana suggest that there is good potential for moving towards a “City without Slums.“
1) Community: Mobilise communities in underserved settlements through organisation, economic empowerment and awareness raising to build constructive dialogue with the Municipal authorities;  2) Municipal: Support the development of processes and procedures in the Municipal Corporation, and build the staff capacity and commitment to respond to demands for service provision from presently under-served communities;  3) Financing: Encourage and facilitate convergence of budget allocations of the Corporation, resources from relevant State and Central Government programmes, and the cost contributions of the communities, to finance the required infrastructure provision in underserved settlements;  4) Process Management: Facilitate the effective and efficient management of the processes.
A.1. Identify existing low-income settlements to create database on the number of urban /under serviced poor in the city, by location and status of settlements. A.2. Use participatory methods and community members to develop an information base / system at settlement level. A.3. Prepare information base for households in the low-income settlements. A.4. Strengthen existing community associations and organize communities into neighbourhood groups, committees and CDS groups with representation of all interest groups in new settlements. A.5. Assist the MCL to identify and build a network of local NGOs and CBOs through a consultative process to further upscale the community building process in the city. A.6. Help communities to understand, prioritise and articulate their needs through participatory methods. A.7. Enable communities to develop community development action plans, create systems of interaction between community associations and municipal officials, and mobilize community resources for more sustainable intervention. B.1. Carry out demand-based capacity building for MCL staff. B.2. Fully involve the Municipal Corporation including the Mayor and the Deputy mayor and particularly the individual Councillors who show interest and commitment to the process or are local to the slum level activity B.3. Prepare Ward, Zone and City level maps showing existing low-income settlements and their access to basic services. B.4. Work with the Commissioner and appropriate Councillors and/or staff and slum dwellers’ representatives to understand and develop approaches to address the land tenure situation of informal settlements. B.5. Develop city level strategy and action plan for improving access of poor to urban basic services, by integrating community action plans within city plans and water and sewerage plans. B.6. Provide inputs to develop appropriate contract and performance indicators for the proposed private operator, to improve access to water supply and sewerage services by the poor. B.7. Fully involve the State Government in the process. B.8. Develop specific slum upgrading action plan for 20 identified slum settlements. C.1. From the identified needs of the communities, particularly women, promote inter-sectoral convergence of financial resources to meet those needs. C.2. For non-municipal services (eg. education and health) dialogue between the Municipality, the communities and appropriate Departments will be facilitated. D.1. Identify an appropriate Local Partner Agency through a competitive bid process. D.2. Identify field facilitators, supervisors and planners to undertake surveys and other community activities. D.3. Organize training on use of PLA tools, survey formats with the field facilitators and training of master trainees through experience exchange visits. D.4. Monitor processes in the community through participatory means and documentation of the activities. D.5. Provide regular reports to Municipal Council, State Government, USAID, Cities Alliance and other stakeholders.
