UrbaPEJ-Dalifort project aims to foster the socio-professional integration of young people and to combat urban poverty by enhancing community life and improving the urban living environment and public security in Dalifort, in the outskirts of Dakar, over the next 24 months
In the context of the Cities Alliance Catalytic Fund – CATF call for proposals focused on ‘Youth and the City: Challenges of and Visions for Demographic changes’ launched in April 2012, this project proposal in Senegal submitted by ENDA ECOPOP, a Senegalese NGO in partnership with the Municipality of Dalifort (outskirts of Dakar, Senegal), has been selected as one of the projects eligible for support. The main objective of the project is to support the social development of a poor area of Dakar (Dalifort neighbourhood) by strengthening community organization, promoting youth employment and inclusion, and improving the urban environment. The project specifically focuses on: 1. Strengthening the capacities of the community leaders and the community-based youth organisations within the 22 districts of the municipality of Dalifort; 2. Supporting and monitoring (financially, technically and institutionally) socio-economic initiatives led and implemented by the youth; and 3. Improving and upgrading the urban environment of the area.
1. Component 1. Capacity building for association and community officials 1.1 Activity: Launching workshop for UrbaPEJ Dalifort project. 1.2 Activity: Workshop for set up of neighborhood councils; 1.3. Workshop for the implementation of the Municipal Plan for Environment and Quality of life (PCOSEC) and the Municipal Plan for safety and crime prevention (PCOSEP). 1.4. Workshop for the establishment of community oversight committees (COCOSEC and COCOSEP) and management committees for the subprojects (waste management, drainage, public security and Community Hall management). 1.5. Capacity development for the UrbaPEJ Steering Committee and implementing partners of the sub-projects through learning visits to other municipalities with a track record on waste management. 1.6. Community Planning Workshop for the subprojects; 1.7. Launching day of community sub-projects; 1.8. Training Workshop for community service providers in administrative and financial management; 1.9. Training Workshop for community service providers in urban safety; 1.10. Training Workshop for community service providers in social marketing and health; 1.11. Training Workshop for community service providers in project operations and maintenance of equipment; 1.12. Workshop on lessons learned; 1.13. Development of "Guide for community management of waste pre collection in a small urban municipality"; 1.14. Development of the "Guide for community management of public safety in a small urban municipality". 1.15. Training workshops for the staff of the municipality of Dalifort on the Guide for community management of waste pre collection in a small urban municipality and the Guide for community management of public safety in a small urban municipality; 1.16. Sharing sessions of lessons learnt from the UrbaPEJ Project at international events. Component 2: Institutional support for socioeconomic initiatives 2.1. Recruitment of local community workers for job creation among youth in the green economy, social and solidarity sectors. 2.2. Promoting community citizenship and socio-economic integration of youth in sports and cultural associations to the benefit of the municipality 2.3. Mobilization of young people around the work of renovation of Community Hall and horse stable Component 3: Sanitation and urban living environment 3.1. Workshop to define methodology and organization of health and safety related activities; 3.2. Planning workshop to maximize the environmental and social impacts of the sub-projects; 3.3. Sensitization workshop for the management committees and implementing partners on their roles and responsibilities; 3.4. Municipal planning workshop on community self-assessment and monitoring of sub-projects; 3.5. Public Awareness Day on the environment and improving the quality of life; 3.6. Community evaluation meetings for the environmental and social sub-projects; 3.7. Training and capacity building workshop of survey interviewers and supervisors for households perception of project impact; 3.8. Household and youth perception survey for the measurement of impact of the project in the municipality of Dalifort. Component 4: Project Coordination and Management 4.1. Mobilization of the project team; 4.2. Support for the M&E coordination and administrative assistance to the project UrbaPEJ Dalifort; 4.3. Conduct independent audit for the UrbaPEJ Dalifort project; 4.4. Project supervision.
Expected Impacts and Results
1) Capacity building for at least 215 young people in the following areas: management, sanitation, social marketing, environment, hygiene, urban security, operation and maintenance of urban infrastructure and facilities; 2) Improvement of the technical capacity of 10 youth associations in the town through support for access to urban facilities and infrastructure (animal-drawn carts and vacuum truck, sensitization materials, development of the Community Hall (centre for training and socio-economic activities) activities. 3) Improvement of the living conditions of young people through the creation of 125 jobs, including 43 temporary jobs, with the management of two (2) labour-intensive infrastructures, and social marketing activities on the environment and hygiene, and 82 permanent jobs, with the implementation of four environmental sub-projects (3) and socioeconomic sub-project (1) for young people; 4) Strengthening of solidarity and interaction between the various stakeholders of the town, with greater involvement of vulnerable groups (youths, disabled persons, women, and disadvantaged neighborhoods) in the planning and management of urban development; 5) Production, management and sharing of knowledge from the project with young people, other stakeholders in the town and other urban local authorities. 6) Improvement of the living environment of the population of neighborhoods through access to services for emptying septic tanks, public security and garbage pre-collection, and social marketing on the environment and hygiene. 7) The project’s contribution to reducing pathological cases (diarrhea, lung diseases, and malaria).
