? What is the context of the JWP? The ‘Resilient Cities’ JWP, under which this project is being proposed, aims to 'strengthen global partnerships and local resilience strategies to facilitate the flow of knowledge and resources to enhance city resilience tools, approaches, and capacity development interventions within long-term urban planning processes that also address informality and the working urban poor’. The two Focus Areas under the JWP are: - ‘Focus Area 1- Global partnerships to facilitate the flow of knowledge and resources to enhance city resilience, supporting the emerging Post-2015 framework, climate change and Habitat III processes’. - ‘Focus Area 2- Promoting local resilience strategies through inclusive long-term urban planning processes’. The specific focus for the proposed project aligns with sub-component 2 under Focus Area 2: Developing strategies and plans aimed at sustainable management of urban energy. ? What are the key issues to be addressed? The key issues to be addressed by the project are described below: - There is a need among cities for targeted support, knowledge sharing and ongoing technical assistance in the area of GHG measurement, data management, scenario planning, target setting, energy management and climate action planning. Support for cities in these areas enables them to understand the key sources of their emissions and how they might change over time. This enables authorities to set meaningful targets and then to focus action planning on the most cost-effective and significant mitigation opportunities. This results in a more rapid transition to a low-carbon model of urban development. Transparent reporting via the Compact of Mayors, facilitated by a coherent GHG inventory, will also support greater accountability. - The ‘Climate action for URBan sustainability’ (CURB) tool, developed by AECOM and managed by the World Bank and C40, was designed to support climate action planning. The existing tool, which has been selected as an official decision support tool of the Compact of Mayors, enables a strategic level analysis of current and future sources of emissions under different city-specific scenarios. It also supports the process of target setting and planning by building an understanding of the impact of different target setting options and providing cost and investment insights. However, the current tool does not fully address some aspects of informal urban settlements. The limitations of the current version of the tool have been identified during a series of workshops in 2015/2016. This project will enable the tool to be further enhanced to account for these important areas; increasing the relevance of the tool to the target cities. ? How does this JWP connect already existing operations of CA members? C40 is a key partner in the Compact of Mayors which is an initiative encouraging cities to sign up and commit to developing a GHG inventory, set targets, and develop a climate action plan as well as an adaptation/resilience plan over the course of the next three years. C40 can leverage this programme in partnership with technical assistance providers such as proposed partner World Bank to engage cities in developing climate action planning and then assisting them in the delivery of this effort. This project under the JWP builds on previous work by the World Bank, particularly the Energy Sector Management Assistance Program (ESMAP) and the Tool for Rapid Assessment of City Energy (TRACE). C40 has worked in collaboration with the World Bank and AECOM in recent years to develop and refine the CURB tool, which assists cities in the climate change action planning process; a process that encompasses energy management as well as other greenhouse gas emission sources. As noted above, this project seeks to build on this cooperation to ensure that the CURB tool meets a broader range of climate change planning and energy management goals, particularly in the context of informal settlements. ? What are the components and outputs of the JWP? The primary outputs of the proposed project relate to sub-component 2 under Focus Area 2: Developing strategies and plans aimed at sustainable management of urban energy. Specific outputs proposed under the project related to this sub-component are: delivery of a more relevant and accurate tool for planning climate action with a focus on energy management; completed technical assistance workshops in eight cities resulting in more effective and knowledgeable city officials; a detailed report for each of the eight cities setting out the current status of climate action planning along with lessons learned, and recommendations for further work.
The main objective of the project is to accelerate climate mitigation action in eight target cities in Asia, Africa and Latin America. More specifically, the project aims to help cities develop the capacity to meet their commitments under the Compact of Mayors: GHG inventories in line with the requirements of the Global Protocol for Community-scale GHG Emission Inventories (GPC) which was incubated under the previous Cities Alliance Joint Work Programme on Climate Change and Cities; set meaningful GHG emissions targets; and develop energy management plans in the context of broader climate change action plans. Note that the support to four C40 cities to develop GHG inventories in line with the GPC is not within scope of this project and is being funded through C40 from a third-party funding source. This forms part of the C40 cash co-financing component of the project budget. C40 city Quito, already has a GPC-based inventory as a result of C40 support in 2015. For the three non-C40 cities, an introductory module on GPC compliant GHG inventory development will be incorporated into the technical assistance package.
1. Component: Enhancing functionality of climate action planning tool: AECOM will lead the development of a new version of the ‘Climate action for URBan sustainability’ (CURB) tool to facilitate better climate action planning in cities with informal settlements. This will be done with input and oversight from C40 and the World Bank. 1.1 Activity: Tool scoping and assessment: World Bank and C40 will work closely with AECOM, a leading global engineering and planning consultancy that supported the development of the original tool, to develop a specification for improvements and additional functionality for the CURB tool. This process will draw on feedback and insights gained from cities and stakeholders that have already used the current version of the tool. This includes recent road-testing of the CURB tool with cities in South Africa and Argentina. 1.2 Activity: Tool development: AECOM will implement the modifications to the tool in line with the agreed technical specification. 1.3 Activity: Tool testing: The new version of CURB will be thoroughly tested internally by AECOM, World Bank and C40. It will also be shared for feedback with specific stakeholders in cities that have used the previous tool. Cities Alliance will be invited to review the updated CURB tool and contribute towards its refinement. 2. Component: Technical assistance and knowledge sharing for climate action planning: C40, the World Bank, with support of our established network of national experts and consultants, will deliver a programme of technical assistance workshops and facilitated knowledge exchange to eight cities. 2.1 Activity: City selection: C40 will work with World Bank and Cities Alliance to select target cities. It is proposed that cities be selected to ensure that the final group of 8 cities contains: - Representatives of C40 cities and other cities within the Cities Alliance (either as part of a Cities Alliance Country Programme or from a national government member of the Cities Alliance); - Cities that are all located in the global south; - Cities that all have areas of informal settlement; - Representation from Africa, Latin America and Asia; - No cities with Mayoral elections during 2017; - Some countries with more than one participating city to facilitate economies of scale; - Cities that align with the World Bank programming priorities. A preliminary list for discussion is proposed below: - Ecuador: Quito* - Burkina Faso: Bobo Dioulasso - Ghana: Accra* - Chile: Santiago*, plus one secondary city to be confirmed - Philippines: Quezon City* and Iloilo - Bangladesh: Dhaka* Note: the five cities indicated by the asterisk (*) are C40 cities. The other three are either as part of a Cities Alliance Country Programme (Burkina Faso and Ghana) or from countries that are members of the Cities Alliance (Philippines, Chile). 2.2 Activity: Engagement with target cities: C40 and the World Bank will engage cities in the technical assistance programme. It is envisaged that this will be done formally via an engagement letter sent from the C40 Chair. This will be done in coordination with prior direct engagement from C40 and World Bank regional representatives. Cities Alliance will support engagement with non-C40 cities where necessary. In each city the geographical scope of the support will be determined by the city authority. Typically this will align with the mayoral jurisdictional boundary but, where appropriate, authorities will be encouraged to consider the wider metropolitan area within the scope of the support. This is particularly relevant in Dhaka. City authorities will be actively encouraged to invite a range of stakeholders to participate in the technical assistance workshops, with a particular focus on civil society representatives from informal settlements. 2.3 Activity: Preparation and delivery of workshops: C40 and World Bank will work with an established network of country experts and consultants to design and deliver high-quality, well-targeted technical assistance workshops for the proposed cities. C40 will prepare a workshop plan setting out the training curriculum and workshop format. This will be shared with Cities Alliance for feedback. Representatives from Cities Alliance will be invited to participate in the workshops. C40 and the World Bank will seek to optimize workshop schedules to maximize any possible efficiencies that could be achieved regarding C40, World Bank and consultant travel arrangements. Activities for the city of Dhaka will be fully funded through the C40 cash co-financing component of the Project budget. This specifically relates to funds provided to C40 by Children’s Investment Fund Foundation (CIFF). 2.4 Activity: Online platform for knowledge exchange: C40 is a network of 83 cities around the world. The strength of this network, and the interaction between member cities, is the main basis of C40s support function. For the five C40 member cities within scope of the Project, the C40 Exchange exists as an online platform to facilitate impact-oriented knowledge exchange through a series of resources: - A comprehensive document library, where the community can upload and share presentations, reports, articles, case studies and other files with the C40 community. - A complementary discussion forum, where city representatives can engage one another in an ad-hoc, informal manner, share knowledge, and ask questions of the community. - A people directory helps members of the C40 Community connect directly. - C40 Exchange calendar serves as an inventory of past and upcoming webinars, workshops, and conferences on a diverse range of topics that directly relate to the Projects, constraints and successes of C40 cities. For the three cities that are not C40 members, C40 will work closely with the World Bank and the cities themselves to make sure lessons learned and experiences are shared as widely as possible. Potential distribution channels include the C40 webinar series and planned C40 presentations at Habitat III. The findings from the city reports (output 9), will also feed into an overall synthesis report (output 11) of lessons learned and experiences which will be shared widely through C40 and World Bank networks. 2.5 Activity: Helpdesk and ongoing technical assistance: Ongoing technical support will be provided to cities for the duration of the Project. This is designed to help them in the process of developing their inventory to meet the requirements of the GPC and Compact of Mayors. This technical support will be provided primarily through the dedicated consultant team. In addition, as noted under Activity 2.4, for the five C40 cities, the C40 Exchange platform, will facilitate ongoing engagement and support from across the wider network of 83 C40 cities.
Expected Impacts and Results
• What are the expected outcomes of the project? [The Project Outcomes are the direct short- term benefits produced by the project outputs and their utilisation. What is the benefit and who will benefit? Please also include indicators that will be used to measure the outcomes, who will measure them and how.] In order to achieve this overarching objective, the project activities and outputs (described below) are expected to lead to two principal shorter-term project outcomes: ? Outcome 1 is defined as a more relevant and accurate tool for planning climate action. The existing ‘Climate action for URBan sustainability’ (CURB) tool will form the starting point for a revised decision support tool capable of integrating informal settlements into the energy transition and climate action planning process. Development of the enhanced tool allows cities and other actors to evaluate the potential of energy transformation strategies in informal communities. The process will involve development of a database of informal household energy use, energy cost, income, and energy related health and social equity impacts for target nations in Africa, Latin America, and Asia. The enhanced tool will facilitate the energy management planning and climate action planning process for all cities with informal settlements, not just those being specifically targeted by this project. Beneficiaries: City officials in the eight target cities will directly benefit from the use of the enhanced tool. All other cities, particularly those that contain informal settlements, which subsequently utilize the tool will also benefit as C40 and the World Bank will enable open and free use of the finished tool. Indicators: C40 and World Bank will gather feedback on the revised tool. This will be done during its testing phase (including with cities already familiar with the previous version of the tool), as well as during its deployment through the technical assistance activities. Two proposed indicators are the number of favorable ratings of the enhanced tool, and the number of C40 cities with emission reduction targets. ? Outcome 2 is defined as increased skills and knowledge among city officials leading to better, more institutionalized, approaches to: the development of GHG inventories; the process of setting meaningful GHG emissions targets; and the development of energy management plans in the context of broader climate change action plans. This outcome will be achieved through targeted, high-quality, technical assistance workshops combined with knowledge exchange and ongoing technical support. For the five C40 cities this will be managed by C40, while the World Bank will manage the remaining three cities. As noted above, support for GHG inventory development phase for four of the C40 cities is being funded through C40 from a third-party funding source. For the three other cities, an introductory module on GPC compliant GHG inventory development will be incorporated into the technical assistance package. The focus of the project-funded activity will be to build capacity among target cities to understand and use climate action target setting and planning tools (focused on the enhanced CURB tool) and to support the process of initiating the climate change action planning process. This support will be delivered to all eight target cities. Beneficiaries: City officials in the eight target cities. In addition, city officials in other cities - that are not receiving direct support under this project - are also expected to be able to build skills and knowledge. This will result from knowledge sharing and dissemination activities and through the promotion and use of the publically available enhanced CURB tool. Indicator: C40 and World Bank will gather feedback from participating city officials via completion of a self-assessment survey of improvement in knowledge as a result of technical assistance. Feedback will be sought in the form of likert-scale responses and open text feedback.
