(Contract) Baseline Study for the Cities Alliance Country Programme in Liberia
The scope of the consultancy is to collect a baseline for those Local Government Areas (LGAs) of greater Monrovia which are initial focus of the Liberia Country Programme. The baseline will be gathered in reference to the set of indicators contained in Tier II of the Cities Alliance Liberia Country Programme Results Chain.
The Cities Alliance seek to hire a consultant company to work with the CA Secretariat and the Country Programme team to collect and validate baseline for the Liberia Country Programme. The baseline study, which will be completed within the third quarter of 2016 will define the status of the indicators that will be used to assess achievement of the CA core objectives and evaluate the programme outcomes.
This study will be conducted in the following LGAs participating to the Country Programme: • Monrovia City Corporation, Paynesville City Corporation, New Georgia Township, Garwolon Township, West Point Township, Congo Town, Gardnersville Township, Barnersville Township, Johnsonville Township, Dixville Township, Caldwell Township and the Borough of New Kru Town. All the indicators to be tracked are LGA-based. For quantitative indicators, the consultant will need to identify relevant sources and to develop a work plan and adequate methodology to collect, treat and validate the data. For qualitative indicators, the consultant should identify means of verifications and milestones to keep track and validate progresses on the proposed rating scale so that the qualitative scoring is grounded into objective information. Most of the indicators are LGA-wide in nature. For those indicators where no available information exists and/or are not LGA-wide, the consultant should provide alternative methodologies which are able to survey and sample representative locations and communities. The consultant should also propose adequate approaches for addressing relevant differences between the above cities of focus if any. The final list of targeted cities/locations/neighborhoods will be provided by the consultant in consultation with the Task Manager as part of the inception report. The study will be based on secondary and primary data. The consultant should identify adequate sources for secondary data when appropriate and available. Methods for primary data collection at the household/community/neighborhood level should be proposed by the consultant considering parameters of reliability, representativeness and cost effectiveness. Disaggregation by age and sex should be provided whenever available. The consultant should ensure that the data gathered could be used for the relevant local and national authorities as well as for capacity development purposes. Data collection and validation should build around participatory processes where possible. In addition to Tier II baseline indicators and targets, the selected Firm should also suggest additional contextual data in the areas of geographical intervention regarding urban poverty, inequalities, energy access, transport and mobility, education, land, waste collection and disposal.
