The CDS process was instrumental in enabling the city to prepare the City Development Plan and access funds from the JNNURM of the GOI. The CDS has also enabled the Municipal Corporation to incorporate the data and information for greater Visakhapatnam area.
Visakhapattanam is a fast developing port city and second largest urban agglomeration in the State of Andhra Pradesh in India. Building on past initiatives, the Municipal Corporation of Visakhapatnam (Vizag) is proposing to prepare, through a sustainable, consultative process, a City Development Strategy and Slum Upgrading Action Plan with a focus on comprehensive and citywide slum upgrading. It is expected that during the CDS process, the creative dialogue among government and citizens will identify immediate activities that will be undertaken for strategic development of the city into the future.
1) Support Vizag City to improve municipal management and governance; Provide increased employment opportunities for under-privileged citizens; 2) Develop an agreed, costed and timetabled Agenda for Action for Vizag to become a “city without slums”, in consonance with the Millennium Development Goals.
1) Creation of a Steering Committee, to include key local and state government stakeholders, civil society actors and representatives of national and international development partners 2) A citywide survey of all the slums, including settlements not hitherto recognised 3) Analysis of citywide strategic slum upgrading options and development of a Slum Upgrading Action Plan 4) to include a wide consultation process around the options and recommendations, involving slum dwellers’ representatives, NGOs and citizens groups, city officials, concerned state officials and private sector managers, and local elected representatives.
Expected Impacts and Results
1) The CDS process has enabled the GVMC to develop a city wide planning perspective integrating the spatial and sectoral aspects. 2) The project helped establishing robust process for developing information base and framework for city development, which could help replication in other cities.
