Nigeria Preparation of State of the Cities Report
The purpose of this activity is to establish the Nigerian Cities Network as a major city organ for promoting good governance, economic integration of cities, information dissemination and knowledge management, interactions and networking among cities. This process will ultimately lead to the production of a State of the Cities Report for Nigeria, that will investigate the real and potential contributions of large urban centers to the economy of the country.
Prepare and adopt a strategy for Nigerian Cities Network and build consensus among stakeholders; Assess and analyze the cities’ performance; Develop and adopt innovative tools for rapid assessments, incl. utilization of GIS and remote sensing; Analyze strategic challenges facing Nigerian cities; Advance strategies for enhancing the contribution of cities towards sustainable development, economic growth and poverty reduction; Promote partnerships and linkages between the national, state and local governments and the private sectors to support improved pro-poor governance of large cities; and Disseminate best practices of Nigerian cities.
Set Up: establish National Steering Committee, a Project Secretariat within the Ministry, and key stakeholder groups in each of the 20 cities; review and assess quality/reliability of data and identify gaps; develop GIS tools; train in GIS applications and generate GIS data. Primary Data Collection / Assessment: identification of city’s drivers, scanning and scoping using participatory rapid assessments. Reporting / Dissemination: produce synthesis of data into profiles for 20 cities examining present and emerging trends; synthesize city profiles to national profile, identifying common strategic challenges and introducing national/internat’l best practices; develop local databanks; produce CD with all information; hold National Conference; disseminate information about rapid assessment and GIS as tools for strategic planning
Expected Impacts and Results
Provide a basis for effective management and cross-fertilization for Nigeria’s large cities Assist in the development of CDSs, including economic development, effective responses to HIV/AIDS, benchmarking performance, cities’ infrastructural issues and inter-governmental fiscal performance. Provide a forum for cities to interact with each other and therefore enhance the exchange of experience and best practices among the participating cities.
