(Grant) Système d’information urbaine pour Canaan
Le projet vise à mettre en place un système d’information intégré et participatif capable de guider l’intervention prévue pour encadrer le développement urbain de la zone de Canaan, la plus importante zone d’expansion spontanée de la ville de Port-au-Prince suite au tremblement de terre de 2010. Le système servira également à fournir l’information nécessaire pour assurer une communication effective auprès de la population.
The project aims to develop an integrated and participatory information system capable of guiding and framing the urban development of the area of Canaan, the largest area of spontaneous expansion of the city of Port-au-Prince after the earthquake of 2010. The system will also serve to provide the information necessary to ensure effective communication with the residents. For this purpose, and based on the previous information system developed to facilitate the process of reconstruction, a new application will be created to expand the system and integrate new data on the area of Canaan to meet the information needs to guide, frame and monitor further interventions in the area.
Component 1: The system 1.1 Capacity building for institutions involved on the co-management of the information system. 1.2 Training for personnel - inter-institution Unit 1.3 Adaptation of the database and Information System to new information needs. 1.4 Development of a protocol for sharing and updating information. Component 2: Information 2.1 Collection of information and studies already available for the area. 2.2 Identification of cartographic data and integration into the Information System. 2.3 Evaluation, prioritization and identification of information needs for intervention in the area. 2.4 Analysis of data by themes (vulnerability, habitat conditions, risk exposure, capacity ...) to meet the information needs of further interventions. Component 3: Dialogue, capitalisation and contribution to public policy 3.1 Establishment and management of a space for dialogue and data sharing with stakeholders. 3.2 Presentation of the results of the updated database and habitat assessment with stakeholders and the population. 3.3 Participatory systematization of the information system and criteria for assessing the habitat conditions with a view to inform other interventions.
Expected Impacts and Results
The expected outcomes of the project are the following: 1. Development of a system of urban information for the area of Canaan and participatory definition of criteria for the characterisation of informal settlements. 2. Strengthening the institutional collaboration, at central and local levels, and the participation of all stakeholders, especially the population living in the reach of the information system. 3. Contribution to the relevance and effectiveness of further interventions in the area of Canaan through strengthening the capacity of production and analysis of information and interlocution with stakeholders involved. 4. Contribution to the operationalisation of public policy planning and urban development through the provision of an information system pilot to support decision making and establishment of criteria to define adequate habitat in Haiti. At the end of the project, the urban information system and the methodology used to assess habitat conditions will be incorporated into the practice of public institutions and partners ready to be used in other development interventions in informal settlements. They will also provide inputs to the National Housing Policy and Housing (PNLH) recently approved.
