Summary
The objective of the project is to provide qualified staff to strengthen the operational performance of municipal urban planning departments by developing and implementing a modular competency based training course for mid-level technicians.
Objectives
Specific expected outcomes of the project include: 1) Competency based curriculum for training of mid-level municipal urban planning technicians designed, documented and approved 2) Management arrangements for implementing a modular training model for mid-level municipal urban planning technicians established 3) Instructors trained and prepared to implement competency based modular training for mid-level municipal urban planning technicians 4) Competency based modular training for mid-level urban planning technicians launched
Activities
Activity 1.1 – Identification of occupations and associated competencies (vocational skills and knowledge) required by municipalities who will employ mid-level urban planning technicians to be trained by IMPFA. Activity 1.2 – Proposal by IMPFA for professional qualifications and Standard Units of Competency (Unidades de Competência Padrão ou UCP) for mid-level urban planning technicians approved by PIREP Sectoral Technical Committee (Comité Técnico Sectorial or CTS) Activity 2.1 – Formulation, review, and revision of training modules, including detailed session guidelines for trainers and methodology for evaluation of competencies, based on approved UCPs for mid-level urban planning technicians Activity 2.2 – Preparation of documentation and approval by COREP of IMPFA curriculum with associated instruments for mid-level urban planning technicians Activity 3.1 – Specification of administrative, financial and logistical arrangements and operational plan for IMPFA implementation of modular course for mid-level urban planning technicians Activity 4.1 – Selection and training of trainers for IMPFA competency based modular course for mid-level urban planning technicians Activity 4.2 – Administrative, financial and logistical arrangements implemented for IMPFA competency based modular course for mid-level urban planning technicians Activity 4.3 – Implementation of first 3 professional modules of IMPFA competency based modular course for mid-level urban planning technicians Activity 5.1 – Assessment of both pedagogic and administrative aspects of experience implementing first 3 modules of IMPFA competency based modular course for mid-level urban planning technicians Activity 5.2 – Final project documentation prepared, reviewed and approved for IMPFA competency based modular course for mid-level urban planning technicians
Expected Impacts and Results
This proposal while focused on building up the capacity's of the IMPFA is part of a broader partnership of government and its development partners to increase the human resource capacity's of municipalities across Mozambique. Ultimately the investment aims to improve the quality and quantity of appropriately trained technicians available to help improve the quality of urban service available to citizens. The proposed grant will address one specific priority capacity gap identified in the context of support to the urban/municipal sector: the lack of adequately trained and skilled urban planning and land use management technicians.
