Clarity of Issues The preparatory work has enabled the clarification and articulation of the various aspects and elements of the CDS and SoCR into a coherent proposal. There has been better clarity of the nature of issues affecting the Kenyan local authorities across the board. Partnership and Commitment Important also, it has laid the foundation for success by facilitating understanding, commitment and partnerships among local authorities and development partners. Potential support and commitment is envisaged from development partners such as Sida, EU, Israel, VNG, SALGA, MD?PESAUNEP and UNDP. This is beside the commitment and sponsorship by UN?HABITAT and the World bank. Coordination Further, the various meeting and consultations with partners under CDS project has ignited a national need for a coordination framework in the Local Authorities sector. In this regard, a working group to develop a coordinating framework is now in place in which both UN?HABITAT and ALGAK, as well as other development partners, are members and is led by MoLG.
Association of Local Government Authorities in Kenya (ALGAK) recognized that City development Strategies (CDS) is one of the approaches that can offer solutions to the urbanization challenges in Kenya. The local government intended to promote local economic development through strategic planning. ALGAK with the support of UN?HABITAT submitted a proposal to the Cities Alliance for a preparatory grant to mobilize and engage key partners in preparations to implement a long?term programme for CDS in Kenyan local authorities. It is expected that this activity will generate awareness and facilitate partnerships for implementation of CDS and SoCR programme in Kenya.
To prepare a full proposal for the development of a CDS and SCR programme for Kenyan urban local authorities; and To assist ALGAK mobilize and engage key partners in preparations to implemeThe overall objective of this preparatory phase is to assist ALGAK mobilize and engage key partners in preparations to develop and implement City Development Strategies and State of the Cities Report in a select number of local authorities. This key objective was further specified into the following objectives: a) Introduce and increase understanding of the concepts of CDS and SoCR among ALGAK members and cities; assess interest and readiness to prepare CDS SoCR, and secure commitment b) Identify appropriate mechanisms and inputs required for preparing CDS and SoCR in select Kenyan cities c) Assist ALGAK in assessing its capacity to implement and monitor the preparation of CDS and SoCR in selected cities in Kenya d) Build commitment among development partners for potential capacity building and co?funding support nt CDS/SCR in a select number of local authorities.

The links and synergies are established with the national priorities including the Vision 2030 national development blueprint, the Government of Kenya Public Service Reform Agenda, Rapid Results Initiative (RRI).
