Summary
The scope of the consultancy is to collect a endline for those cities which are focus of the Uganda Country Programme and included in the initial baseline study. The end-line will be gathered in reference to the set of indicators contained in Tier II of the Cities Alliance Results Chain.
Objectives
As part of the Uganda M&E plan, the Cities Alliance seek to hire a consultant entity to work with the CA Secretariat and the Country Programme team to carry out an “end-line” study for the Uganda Country Programme now that activities are coming to a closure. An initial baseline study was completed within the first quarter of 2014 and defined the status of the indicators that are used to assess achievement of the Cities Alliance core objectives and evaluate the programme outcomes. The objective of this end-line study is to update the initial baseline and measure the progress achieved to date.
Activities
This study will be conducted in the following municipalities participating to the country programme and that were included in the initial baseline study: Arua, Jinja, Gulu, Kabale, Hoima, Lira, Mbarara, Masaka, Tororo, Soroti, Mbale, Moroto, Entebbe and Fort Portal. All the indicators to be tracked are city-based. For quantitative indicators, the consultant will need to identify relevant sources and to develop a work plan and adequate methodology to collect, treat and validate the data. For qualitative indicators, the consultant should identify means of verifications and milestones to keep track and validate progresses on the proposed rating scale so that the qualitative scoring is grounded into objective information. Most of the indicators are city-wide in nature. For those indicators where no available information exists and/or are not city-wide, the consultant should provide alternative methodologies which are able to survey and sample representative locations and communities. The consultant should also propose adequate approaches for addressing relevant differences between the above cities of focus if any. The final list of targeted cities/locations/neighborhoods will be provided by the consultant in consultation with the Uganda Country Programme Task Manager as part of the inception report. The study will be based on secondary and primary data. The consultant should identify adequate sources for secondary data when appropriate and available. Methods for primary data collection at the household/community/neighborhood level should be proposed by the consultant considering parameters of reliability, representativeness and cost effectiveness. Disaggregation by age and sex should be provided whenever available. The methodology to be used for the end-line should replicate as close as possible the methodology employed for the initial baseline study to avoid variances and inconsistencies in the data gathered and, consequently, in the progresses and results achieved (see background document). The consultant should ensure that the data gathered could be used for the relevant local and national authorities as well as for capacity development purposes. Data collection and validation should build around participatory processes where possible.
