China: Metropolitan Level CDS in One Major City-Region and One Provincial Capital

This proposal aims to expand on the pilot CDS exercise currently being undertaken in Fuling, by broadening the scope to cover one major city region of three cities and one provincial capital. The project will assist the chosen cities in developing regional strategies and strengthen the framework for local stakeholder involvement.
The objective of the proposed task is to extend the pilot CDS exercise in Fuling to a broader metropolitan level one major city-region of three cities, and one other provincial capital involving participatory formulation of regional development strategies, devoting particular attention to strengthening the linkage between economic development policy and physical and infrastructure planning, and the financial viability of investment plans.
The main activity will be to assist the selected cities in developing regional strategies/plans based on participatory approaches and stakeholder consultation process. Other assistance will include: provide comparative experiences in governing metropolitan regions in other countries, both OECD and developing countries; provide theoretical and analytical approaches to address the problems; assemble an international advisory team consisting of scholars and administrators from other major metropolitan regions; introduce market-based policy instruments and analytical and technical methods for managing regional and local development, particularly in areas of land management and planning.

(i) Formulation of a regional development strategy; (ii) Strengthened linkage between economic development policy and physical and infrastructure planning, and the financial viability of investment plans; (iii) Improved framework for stakeholder involvement.
