Summary
The objective of the activity is to establish a dynamic management and administration structure for properly managing the Municipal Fund for the Support of Social Interest Housing (FUMAPIS), with the overall aim of enhancing recovery of the investments made by the municipality, and in this way to guarantee the ongoing sustainability of its housing policy. Given its experience with housing movements, the Foundation Florestan Fernandes has been chosen by Diadema to execute the grant.
Objectives
To introduce management mechanisms in FUMAPIS, incl.: (i) control and accounting mechanisms to track financial resources earmarked to the Fund; (ii) marketing, financing and contracting with respect to the housing units already built, (iii) management mechanisms for better operation of the Management and Deliberative Councils of the FUMAPIS;  a) To provide training for beneficiary communities, technical teams employed by the Municipal Housing Secretariat (SEHAB) and members of the FUMAPIS Management and Deliberative Councils;  b) To strengthen the institutional aspects of SEHAB; c) To establish housing information systems in both SEHAB and FUNAPIS; d) Together with Ministry of the Cities and Caixa, to contribute to the development of the FNHIS by disseminating the lessons learned.
Activities
Develop thorough and detailed familiarization with the current operational aspects of FUMAPIS through structured interviews with principal stakeholders. Prepare proposals for new management mechanisms; Based on outcomes of consultations, develop a computer-based system to control operations. Organize training courses on finance and public administration, participation and social control, urban and housing policies and on the SNHIS and FNHIS, and detailed explanations of how FUMAPIS works. Develop a geo-referenced Housing Information System to be operated by SEHAB and FUMAPIS technical staff. Disseminate lessons learned through a publication and seminar.
Expected Impacts and Results
Improve municipality's ability to recover resources for subsequently investing in popular housing Consolidate the process of `institutional recognition´ of the beneficiaries (i.e.: correct knowledge by the authorities of their whereabouts, debts owed, etc) and the final regularization of their properties, in the expectation that this will provide occupants with the security of legal tenure and, additionally, will bring about the gradual phasing-out of informal contracts between private parties.
