Summary
The proposed activities are aimed at developing a long-term strategic framework for the sustainable development of the City of Tirana so as to ensure increased coordination and efficacy of initiatives being undertaken in various sectors, and ground such efforts in the new paradigm of sustainable development. A Local Economic Development (LED) strategy will strengthen Tirana's important role as the country's economic centre, creating an enabling business environment and attracting foreign investment.
Objectives
Develop a medium to long-term LED Strategy centring on a capital investment programme and financial plan to fund critical infrastructure investments. Improve intra- and inter-governmental coordination in managing national and metropolitan Tirana. City of Tirana will identify priorities and establish shared policies and programmes with neighbouring municipalities and communes in areas of overlapping services, joint economic and development planning, and overall management of urban growth. A future agenda will be established with the national government and other national stakeholders, and private sector will be engaged to explore public-private partnerships in delivery of services. Develop an integrated upgrading strategy for informal settlements to ensure inclusion of the residents of informal areas into the city's sustainable socio-economic development. Focus will be placed on improved access to basic services and infrastructure, employment generation, and participation in the decision-making process.
Activities
Activities will take part in three phases:  1) This initial phase will take stock of current existing initiatives, data, and resources as well as a detailed examination of the Tirana-Durres economy;  2) Building on the results from the previous phase, a series of workshops will be conducted to arrive at a common understanding of priorities and overall vision. A comprehensive Strengths, Weaknesses, Opportunities and Threats (SWOT) analysis will form the basis for identification of investment needs, and an assessment of the physical and socio-economic conditions of the city's informal settlements will be conducted;  3) The final phase will focus on developing detailed action plans and strengthening the capacity of involved stakeholders. Implementation will commence under regular monitoring and reporting.
Expected Impacts and Results
a) An improved business environment and investment climate, creation of new economic opportunities, and strengthened municipal finance;  b) Enhanced inter- and intra-governmental cooperation in managing national and metropolitan Tirana; c) Inclusion of informal settlements' residents into the sustainable socio-economic development of the city; d ) Increased civic participation and stakeholder involvement in local planning and decision-making processes; and e) Enhanced monitoring and implementing capacities at key institutions in the city of Tirana
