1) The planning process should involve the community from the start where Planning Appraisal exercises were conducted in all wards to prioritize issues. 2) The full participation of local authorities in the preparation of the Action Plan has resulted in full ownership of the Plan at the local level. 3) The action planning went through four key stages: sensitization, analysis, synthesis and planning. Working groups were formed with community representatives, local and national government officials, private sector and NGOs in the preparation of the Action Plan to ensure equal participation by the government and the community. 4) Support for the implementation of the action plan will depend, to a large extent, on strengthening effective partnership and coordination between line ministries, private sector, local authorities, CBOs and the international community. The current situation is not functional. Local authorities and CBOs, including the private sector, are seldom consulted by line ministries in the formulation of urban development projects and other development frameworks, and they are also often bypassed by sector-specific support and interventions resulting in uncoordinated response. ? While considerable progress has been made by four Dar Es Salaam local authorities in promoting the implementation of the Action Plan, obstacles remain in scaling up efforts at the national level to provide substantial amount of financial resources for trunk infrastructure, citywide settlement upgrading and other needs resulting from rapid urbanization and urban poverty. This situation is compounded by the predominance of the largely sector-specific assistance provided by the international community. The consequences include fragmented, uncoordinated and often contradictory policy making and implementation when it comes to cities and towns which accommodate an increasing proportion of the population.

Summary
Dar es Salaam, with a population of about 2.5 million and growing at a rate of 5-6 %, is harbouring the largest share of urbanisation challenges in Tanzania. Approximately 70% of the population live in unplanned and unserviced settlements while the city continues to receive close to 100,000 migrants annually. Dar es Salaam City Council and the three municipalities of Ilala, Kinondoni and Temeke are taking comprehensive steps to address the challenges of unplanned and unserviced settlements on a citywide basis, working with the urban poor and the private sector with a goal of achieving a Dar es Salaam without slums by 2015. Based on the Citywide Upgrading Strategy developed under a previous Cities Alliance funded grant, this project aims to design ‘Citywide Action Plan for Upgrading Unplanned and Unserviced Settlements in Dar es Salaam’. The action plan outlines and details specific activities, a time frame, roles and responsibilities and financing scenarios. It has three major components- Land, Basic Services and Housing. It also focuses on capacity building. It is expected that this action plan will guide the local government and empower the urban poor community.
Objectives
1) Review and operationalise urban upgrading policies and design a Citywide Action Plan for the regularisation and upgrading of unplanned and unserviced settlements in Dar es Salaam 2)Enable local government to adopt and implement reforms necessary to effect a city-wide approach and strengthen existing community capacity to organise and undertake broad-based initiatives to enhance poverty reduction and urban safety 3) Design a long-term sustainable financing strategy for settlement upgrading, to maximise Dar es Salaam's leveraging potential through a judicious mix of budgetary support, domestic investment, new revenue streams and international assistance.
Activities
1) Stakeholder consultations (with NGOs, CBOs, local authorities, national Government and private sector) to identify priorities and develop a Citywide Action Plan for upgrading interventions, including phasing, costing and financing options, and capacity building needs; 2) Social and physical mapping of unplanned and unserviced settlements; 3) Targeted capacity building for the City and three Municipalities; 4) Ensuring linkages between Citywide Action Plan and World Bank-financed Community Infrastructure Upgrading Programme; 5) Develop a sustainable financing strategy with relevant institutions and stakeholders. Hold resource mobilisation sessions.
Expected Impacts and Results
As a result of this action plan, the Government of Tanzania, Dar es Salaam City Council and the three municipalities are willing to factor upgrading activities in their development plans. The project is expected to deliver following results: (i) Social and physical mapping will provide a comprehensive overview of the challenge of settlements upgrading in Dar es Salaam (ii) The Action Plan and priorities defined under the plan will be widely shared with the urban poor (iii) Local authorities will be able to implement upgrading and regularisation programmes and allocate new serviced land (iv)communities will be able to organise themselves for collective action in collaboration with local authorities; and (v) Financial mechanisms for citywide upgrading will be in place, with local, national and international financial resources required for large-scale upgrading identified.
