Dear Consultative Group,

The Secretariat is pleased to provide an update on Cities Alliance proposals that have been processed since our last Update of 27 August 2009.

I am pleased to share with youfive proposals recommended for approval, "Citywide Slum Upgrading Plan (CSUP) for the Heritage City of Agra (India)", "Syria State of the Cities Report" , "Community-Led Infrastructure Finance Facility - Second Phase" , "Defining Africa’s Emerging Urban Agenda" and "Indonesia Slum Alleviation Policy and Action Plan (SAPOLA)" which shall be considered approved on 29October 2009, on a no-objection basis.

I would like to take this opportunity to highlight and share with you, for the purposes of donor co-ordination, the proposal "A Strategy for Transforming Settlements of the Urban Poor in Uganda: A Secondary Cities Support Programme". This is the first of five national programmes that will utilise the $15m grant from the Bill and Melinda Gates Foundation. Although we are at an early stage in the Uganda programme, the early signs are extremely encouraging, particularly in the manner in which momentum has been created, and new partnerships forged. We are grateful for the leadership that has been demonstrated by our partners in the Ugandan Ministry, particularly Minister Michael Wekhire. It has also provided us with a real opportunity to engage with CA members in the field - such as the World Bank, UN-Habitat, USAID, SDI, UCLG (via UAAU), Norway (via NTNU, and the Youth Fund) - as well as new partners, such as the Energy Sector Management Assistance Program (ESMAP), which has partnered with the Cities Alliance, the University of Makerere, Habitat for Humanity, ICMA, WSP and others. This is also the first really significant opportunity to implement the Medium Term Strategy in a concerted manner. We would welcome any early feedback or suggestions you or your country-based colleagues might wish to bring to our attention and would ask that comments be sent by 29 October 2009.
